    Garage48 and Startup Estonia together with the Institute of Computer Science of the University of Tartu invite you to join us digitally on the 23rd to 25th of October for the Cyber Security Online Hackathon 2020!


    Being one of the most digitally developed countries in the world and the most advanced cybersecurity country in Europe, Estonia has emerged as a true leader in the field, mastering the expertise in the research, development, and management of cybersecurity solutions.


    Our real-life and digital life overlap - and this can be felt both at the national level and in our personal lives. On a daily basis, our governmental organizations and startups set up new information systems and digital services, run and host high scale cyber projects, and fight cybercrimeInformation warfare affects every single one of us and is one of the biggest challenges democracies face today. Trusted and truthful information is the blood flow of democracy as informed citizens' decisions depend on it. At the same time, adversarial nations and organizations conduct disinformation campaigns and information operations to influence the information and decisions citizens take. Cyber hygiene is seen as the cornerstone of cybersecurity and is being taught even to our grandparents. With the constant rise of different social media platforms, cyberbullying has increased over the years and every year more and more children and young people report about being cyberbullied. 98% of Estonians possess an ID card and use it regularly to securely identify themselves and utilize e-services. 


    The main aim of the Cyber Security Online Hackathon 2020 is to showcase and strengthen the Estonian image as a strong, bold, and connected cybersecurity country. With this online hackathon, we want to grow, nourish, and expand the cybersecurity community and contribute to the formation of new cybersecurity startups here in Estonia.


    Help us to achieve that and join us for this online development event wherein 48 hours working prototypes will be developed through intense brainstorming and with the support of top-notch mentors and experts. Only ready-made teams with an idea will be eligible for the hackathon.

    👉 SENTINEL and Accelerate Estonia PRESENT: misinformation/disinformation challenge 

    We're looking for technical tools and solutions that will help to tackle the spread of false information and manipulation with information:

    1. Monitoring the information environment (e.g. social media, online portals, TV)
    2. Detecting & analyzing mis- and disinformation
    3. Detecting synthetic media (e.g. deepfakes, synthesized images or text, cloned voices)
    4. Visualizing mis- and disinformation
    5. Measuring the effect of mis- and disinformation
    6. Automating fact-checking
    7. Gamified media literacy solutions
    8. Improving counter-messaging
    9. Disrupting the business model of disinformation

    Neither the unwitting spread of false information (e.g. misinformation) nor deliberate manipulating with information (e.g disinformation) is anything new. But these days it has gotten faster, cheaper and is reaching better-targeted audiences than ever before. While misinformation is an inevitable part of democratic societies, disinformation isn’t. Disinformation – one of the many tools out there – is knowingly used by hostile actors to pursue their own political, financial, or personal gains. Some of it is targeted against the very foundations of the democracies we live in. The problem isn’t technical in essence, it’s human, but technology has exacerbated the situation.

    👉 TELIA PRESENTS: online safety for kids/cyberbullying

    We are looking for solutions and technical tools that are dealing with kids’ safety online addressing cyberbullying and making the passive bystanders intervene and support the victims.


    • Cyberbullying in closed groups
    • Flagging harmful messages before posting them
    • Peer-to-peer online support groups, mentoring
    • Mental health support
    • Educational engaging tools/games for teachers and parents to be used together with kids.
    • Online sexual abuse
    • Scams and violent behavior in e-sports and gaming

    The main target group we need to address is primary school students age 7-16. The problem is the biggest among 10-14-year-old school kids. The working solution should be relevant for target groups, easily communicated, and designed to reach maximum impact all over Estonia. Preferably the solution should not be the Estonian language-based, as we want to target also kids from Russian-speaking Estonian schools.

    👉 Estonian Information System Authority present: help SME’s assess their security posture, make cyber security practices easier to understand and to implement for SME’s with no specialized cyber security personnel.

    Background and problem: 
    Small and medium enterprises (SMEs) in Estonia and elsewhere are constantly persuaded to have better cybersecurity. With a lack of resources available to larger corporations, SME’s brush these recommendations off until they themselves suffer from a cybersecurity incident. Unfortunately, these incidents usually come with a cost (either monetary cost in the case of Business Email Compromise or time lost when dealing with ransomware, DDOS, or compromised systems).

    There are different standards available on how to start with cybersecurity (ISO 27001, CIS 20 controls, BSI Grundschutz, or other local baseline standards in different countries), but understanding those requires specialized knowledge and experience with hands-on cybersecurity. Approaching a standard should start with an assessment (against what the standard requires) and some standards have tiered approaches considering how big is your enterprise.

    Solution: 
    RIA is looking to solve a problem of how to make cybersecurity practices simpler and more approachable for SME’s. A digital tool that would use a standard* as a baseline and could be filled out by a person in charge of security to reveal which should be the next steps for the SME to take. Since standards evolve, this tool should also be able to adapt newer versions of these standards and have a tiered approach considering the size of the enterprise.
